IDNR Conservation Police Announce Disposition of Illegal Hunting Case

The Illinois Department of Natural Resources (IDNR) Office of Law Enforcement today announced the disposition of an illegal hunting case stemming from a Mercer County, Illinois traffic stop in November of 2012. 

The Mercer County Sheriff’s Department conducted a traffic stop on a vehicle last November in which it was determined that the occupants were illegally transporting loaded firearms and had recently been engaged in hunting activities.  IDNR Conservation Police officers were contacted by Mercer County deputies, and at the conclusion of a lengthy investigation, a total of 29 charges were filed against three subjects in both Mercer and Rock Island Counties.

The case dispositions on March 5, 2013 for two of the three individuals charged are as follows:

Spencer W. Fisher (age 36 of Bettendorf, Iowa) pleaded guilty to six misdemeanor charges including Deer Hunting With Use/Aid of a Motor Vehicle (Class A Misdemeanor), Deer Hunting After Hours (Class A Misdemeanor), Deer Hunting With Use/Aid of  Bait (Class B Misdemeanor), Unlawfully Taking a Deer With an Illegal Method (Rifle; Class B Misdemeanor), Unlawful Possession of a Illegally Taken Protected Species (Deer; Class B Misdemeanor), and Deer Hunting From a Roadway (Class B Misdemeanor).  Fisher was assessed fines and court costs totaling $3,602.00.

Christian S. Kinsey (age 20 of Cashiers, North Carolina), Fisher’s hunting partner, pleaded guilty to five misdemeanor charges including Deer Hunting With Use/Aid of a Motor Vehicle, Deer Hunting After Hours, Unlawfully Taking A Deer With an Illegal Method (Rifle), Deer Hunting From a Roadway, and Deer Hunting Without a Valid Deer Permit.  Kinsey was assessed fines and court costs totaling $2,749.00.

In addition to the fines assessed against the two poachers, their vehicle, rifles, and hunting equipment were forfeited.

Emily D. Fisher (age 32 of Bettendorf, Iowa) was charged with four Class A Misdemeanor counts of Falsification To Obtain Resident Hunting Licenses and Permits.  Her charges are pending in Rock Island County Circuit Court.
