(Pontiac, IL)  --  A South Carolina man has been charged with drunk driving in the I-55 crash that killed a Pontiac police officer and his K-9 partner.  Thirty-three-year-old Jason Collins of West Columbia, South Carolina, is accused of being at the wheel of the pickup that struck police officer Casey Kolmeier's car Tuesday night as it sat in a median turnaround.  Collins was reportedly driving north on I-55 near the Route 23 exit when his truck left the roadway and struck Kohlmeier's patrol car, killing him and his police dog, Draco.  Collins will be arraigned on a felony charge of aggravated DUI.  A memorial service for Kohlmeier is set for Saturday at Pontiac High School.
